            deconstruct their long-established roles and routine activities, it is critical
            for them to perform reconstruction, that is, how they come to be involved in
            critical practices with critical thought tradition (Budd, 2003). Without the
            willingness to perform deconstruction and think critically, the improvement
            programs designed to enhance library services quality and librarianship will
            not touch the real root cause of problems and even will likely to fail to offer
            meaningful  alternative  changes.  Ultimately,  what  have  previously  been
            done by librarians and libraries will not receive any meaningful response
            from the community as they are regarded as “average”, underestimated by
            the community, and even represented in negative ways and discourse of fear
            (Radford & Radford, 2001). It should be acknowledged that a profession
            will have value in the eyes of the community as long as it proves able to
            offer solutions and significant contributions that propel dynamic changes
            in the community for the better.
                Librarians’ main task of providing the best services for the community
            should not be taken in the sense that librarians should act as no other than
            users’ helpers in finding necessary information. It is critical to ensure that
            librarians are able to develop critical attitude and innovativeness and to be
            driven to generate new breakthroughs.  For the librarians and libraries in
            this country, the important questions that need to be answered are, to what
            extent have they developed critical attitude and to what extent are they
            aware of the importance of deconstructing conventional library policies to
            generate new programs suiting current development dynamics? (*)
